An in character situation is something that can be handled without staff intervention because it pertains to roleplay and not server rules.   Staff would be necessary if a single rdm turned into multiple, in the case of disrespect, or if a player was rampantly micspamming/being racist.  Basically, a player would call staff if a tense situation could not be handled by normal RP means or would not happen in a normal RP environment.  Though staff don’t only handle punishments.
